OVERVIEW

The Fourth National Medicaid Congress promises to be the most important one of all, with a new Administration committed to real change but also faced with serious challenges. At a time when there is a serious effort at meaningful health care reform, full children's health coverage, health care IT investment, and enhanced Medicaid funding, the new Obama Administration is also wrestling with a staggering Federal budget deficit, soaring health care costs, and not quite as much bipartisanship as was hoped for. At the State level, where budgets must be balanced, policymakers are finding it hard not to consider draconian cuts in Medicaid benefits or provider payments as they struggle to make up for lost revenues of overwhelming proportions. More than ever, the country needs ideas that work, and the National Medicaid Congress will highlight the best models and the best new thinking from the field as well as from Washington.
